Civil Registration System

Online Civil Registration System (CRS) consists of online registration of births and deaths. All health events, including births and deaths occurring in Public Institutions (Government hospitals) are registered there. In case of home deliveries, which are fast decreasing and in case of delayed registrations for health events which occurred outside public institutions or at home earlier, the registration of the same is to be done in municipalities or Gram Panchayats.

It is to be noted that all delayed registrations are to be done online. There is no scope for manual registration anymore.

However, the norms for delayed registration, including payment of fines or permission from the Additional Registrars of Birth & Deaths or order from an Executive Magistrate, remain the same. At the RH/BPHC level, the 2nd Medical Officer is the Registrar; At the Municipality or Government hospital the persons authorised by the Chairman/Superintendent shall act as the Registrar; And at the Gram Panchayat level, the GP Pradhan shall act as the Registrar. No other person apart from them can register births and deaths and issue birth and death certificates.

All Registrars of Births and Deaths in Alipurduar have received the requisite training in Online CRS and the performance has been satisfactory so far.
